m0re has a few FPS configs on his website, http://www.m0re.nocrits.com/ that might be worth thaking a look at.

Probably the best all-around config that I've found. Deals mostly with your FPS but it redoes the main-menu too so you can quick-connect to your favorite servers. I know you didn't ask for a hud but I'd strongly suggest m0re's hud as well, much better than default.

I would suggest using M0re's HUD (http://m0re.nocrits.com/index.php?site=files&cat=3) or PVHUD (http://pvhud.drok-radnik.com/)

For an fps config, you really can't go wrong but I like m0re's config (http://m0re.nocrits.com/index.php?site=files&cat=1) because of how simply it is layed out, and how he explains what each command does. (I would change mat_bumpmap to "1", so the models aren't covered in white blotches.)

As for a config that gives you useful binds, and custom cross-hairs, I would go with attean's competitive config (http://code.google.com/p/tf2compconfiguration/), sure it hasn't been updated for a while but really nothing has needed to be changed.

If you get Quantum's FPS config make sure to get version 2.1 and not 2.7, he made a lot of bad choices on 2.7.
