I could think of one tip: Aim lower than you think.
(Although maybe that just applies to me)

^^ to add on to ymmud it's really just a feel thing. you need a lot of practice and play time to get a feel for how fast people are going and how fast your rocket travels.

playing tr_rocketshooting_v2 helps
