MGEMOD 0.0.3 is already on there, as is SOAP 3.2 which appear to be the latest released. What exactly are you refering to?

Well the map never restarts or rotates, so the server will always end up lagging, just make it so the map changes at 30:00 minutes to the same map, then there will be no lag.
