I was wondering how zoom sensitivity ratio works, and what it is.
I remember reading somewhere(i'm most likely wrong though) that its a default of .6, so therefore when you're scoped in, your sensitivity would be 60% of your normal sensitivity. Is there a way to change it, and would there be a point, besides personal preference?

It just takes your sensitivity value and multiplies it by the modifier when you zoom in so you can customize it a little more. The default value is 1, as far as I know, so your zoomed sens is the same as your regular sens.
It's mostly personal preference, I messed around with it at one point but ultimately decided that the lower sens (I tried .8, I think) wasn't really helping me. But everyone aims a little different so you can try it; the console command is zoom_sensitivity_ratio.

While your sensitivity remains the same, your fov is greatly reduced, meaning the actual amount of mouse movement to do a 180 is much greater. I really don't see much use in changing it if you are used to it.

so wait what do you need to set the zoom sens to to get 100% the same sensitivity as you do un-zoomed?

You set it to zoom_sensitivity_ratio 1.
I personally have mine set to .25, its all preference in the end really.
